Inec declares Election in some States inconclusive

The Independent National Electoral Commission (INEC) on Saturday, March 9, conducted governorship elections across 29 out of 36 states across Nigeria and state House of Assembly elections across the country. The electoral commission on Sunday, March 10, commenced official collation of the governorship results. While some results in some states have been collated and winners announced, collations are still ongoing in some states. Also, INEC has declared the elections in some states inconclusive. READ ALSO: LIVE UPDATES: Official INEC collation of governorship results (Day 3) Six states, Bauchi, Adamawa, Plateau, Sokoto, Benue and Kano states, do not have governors elect yet following the inconclusive nature of the guber polls. In four of the six affected states, the margin of win has been smaller than the number of cancelled votes. In Benue, INEC said the decision was expedient following its observation that a high number of electorates were either not able to vote or election did not hold in their communities. Official: Ifeanyi Ugwuanyi is reelected Governor of Enugu State 3 minutes ago by  Nurudeen Lawal The governor of Enugu state, Rt Hon Ifeanyi Ugwuanyi has been reelected to serve a second term as governor of the state as he polled the highest number of votes in each of the 17 local government areas of the state. The governor who ran under the platform of the Peoples Democratic Party (PDP) polled a total of 449, 935 to defeat his closest rival, the candidate of the All Progressives Congress (APC) Sen. Ayogu Eze who polled a total of 10, 423. While declaring the results at INEC office in Enugu, the state Collation Officer, Prof Joseph Eberendu Ahaneku said that "Ifeanyi Lawrence Ugwuanyi, having certified all the requirements by scoring the highest number of votes is hereby declared winner". Of the 1,944,803 registered voters in the state, a paltry 478,241 votes were cast during the excercise. A breakdown of the results from each LGA shows that: 1.  The current governor of Akwa Ibom and candidate of the Peoples Democratic Party (PDP) in the governorship election, Udom Emmanuel, has been declared winner in 13 out of the 31 local government areas announced by the Independent National Electoral Commission (INEC) so far. It was learnt that Emmanuel has so far polled 205,931 votes in the 13 local government areas. Premium Times reports that this figure represents 73.9% of the total votes cast in those areas. He is thus said to be leading the candidate of the All Progressives Congress (APC), Nsima Ekere, who has polled 72,742 in the 13 local government areas, representing 26.1% of the total votes announced so far. According to the report, Governor Emmanuel defeated APC’s Ekere in all the local government areas so far announced. These include Ikot Abasi where the APC candidate is from. Police in Anambra have confirmed the killing of two people in Obosi area of Anambra during Saturday’s, State House of Assembly election in Anambra. The police also confirmed that a total of 47 persons were arrested for various electoral offences ranging from disruption of elections, malicious damage, thuggery, assault and unlawful possession of firearms. Of the 47 suspects, 18 have been transferred to the CIID Awka for discreet investigation after which they would be charged to Court for prosecution. READ ALSO: Nigeria Decides 2019: Live updates of governorship and state assembly elections A source at Obosi who spoke on condition of anonymity, told the News Agency of Nigeria (NAN) on Saturday, March 9, in Awka that the killings took place when armed thugs attempted to hijack electoral results at Umuota Obosi area. He said the thugs who came in a commercial bus at about 5 pm. and were trying to compel the INEC team to handover the electoral materials at about 5pm when the two were gunned down. But, a statement issued by SP Haruna Mohammed, the command’s public relations officer stated that the killing resulted from a clash between two rival cult factions. He said: ''It was clash between the Black Axe and Vickings Confraternity that led to the death of two yet to be identified persons at Obosi.'' He added that police had commenced investigations to unmask the killers whom he said fled after killing their victims. The PPRO further stated that the command recorded another incident of shooting and disruption of voting at Agulu township polling unit. He said that three suspects were arrested and a locally made Pistol with four live ammunition recovered. He added: “Another shooting incident took place at Nwanebo Primary School 1 and 2 inside Immaculate Catholic Heart Church premises Uga in Ekwulobia involving two private security guards of the church following a scuffle. ”One of the security guards, Ngozi Goodwill, shot his colleague, one MO Justice Anyadike, aged 26 years on his leg. ”The bullets of the expended cartridges also brushed five other persons who came to vote at the polling booth and they sustained minor injuries and were treated.'' He said that the principal suspects were arrested and two pump action, seven live cartridges and one expanded cartridge were recovered. Other incidents recorded during Saturday,s election included rescue of a presiding officer, one Meniri Njideka of Nawfia, allegedly abducted at Afor market square unit Mbaukwu in Awka South LGA. He said the corps member was treated at the Police Clinic Awka and discharged. He said: ”Other offences recorded included thuggery at Nri in Anaocha LGA, Umouji ward in Ogidi and Nteje where the command responded promptly and effected some arrests. ''Exhibits recovered included two double barrel guns, one locally made pistol, four life ammunition, and three expanded ammunition. ''Other exhibits are One Toyota Hilux, one L300 Bus, 291 ballot papers, one motorcycle, some dry leaves suspected to be cannbis sativa and cash worth N173,420.'' The governorship and state House of Assembly elections holding across Nigeria have so far witnessed an apathy of voters in many polling units across the country.
Several Nigerians and Politicians and reacted to the low turn out.
The governorship candidate of the Peoples Democratic Party (PDP) in Lagos, Mr Jimi Agbaje, who expressed concern over the low turnout of voters in the state said did not come out to vote owing to security fears.Agbaje added that the problem was due to poor belief in the electoral process by the electorate.
The low turnout should concern those who want to advance the cause of democracy. “Citizens should be part of the democratic process. They must want their voice and votes to count.“So, when you don’t have a good turnout, there are many factors that could account for it.
“It could be as a result of what happened in the last election in terms thuggery, violence, ballot-snatching, that could have affected….
“But there are deeper issues. If people do not believe in the process, then they ask themselves, “Why bother?”
“So it is a chicken and egg situation, we just must continue to appeal to them to continue to exercise their civic responsibility,” he said.


Was today's low turnout at the gubernatorial polls a case of voter's apathy borne out of a distrust of Nigeria's electoral process by INEC or was it borne out of security fears of probable events? This will be some political student's thesis in months to come.

The PDP candidate, Atiku Abubakar, who lost the February 23rd presidential election to President Muhammadu Buhari of the APC, while reacting to the low turn out said the low turnout might not be unconnected with the outcome of the February 23rd elections, which he said was “rigged.”
The last elections were marred with a lot of malpractices and that have impacted on the turnout of voters today,” he said.“I have just cast my votes and I did not see the large number of voters who came out to vote in this unit during the last election.”
The former vice president said though he hoped for a PDP victory in the state, he was worried that the ruling party may tamper with the results.“There are signs that the powers that be may not allow for a free and fair exercise in today’s polls.
A former governor of Niger State, Babangida Aliyu who decried the low turnout of voters in the ongoing governorship election in the state said He does not see why people would not come out to exercise their right.
“I do not see why people would not come out to exercise their right.” “My advice is that voters should be ready to accept result, the way it comes.”

“From the conduct of the election, I think, it is peaceful. But what I have seen here is that there is no mammoth crowd like the last election.
“I don’t know what happened and some of you who were here during the election saw the crowd, but I can’t see that kind of turn out here today. I don’t know what is responsible for that, maybe voter’s apathy.

I literally have to beg my wife to go and vote after casting my own vote in less than 3 minutes because there were no crowd just like the presidential election. My wife said @inecnigeria robbed her of her last vote and people are thumb printing million ballot papers in Borno???
